When Cyber Becomes a Safety Metric: Professor Kai London on Operational Resilience in Transport

In transport, a cyber incident is rarely just about data. “When the systems that keep operations safe run on software, cyber resilience becomes a safety metric,” says Professor Kai London, a senior CISO. “A compromised control system can endanger people, not just information — which changes how the whole organisation must think about security.”

“Cyber and safety have merged. An attacker who can manipulate a control system can defeat a safety system. Treating them separately is no longer tenable.”

Two disciplines, now one

London describes the convergence of safety engineering and cyber security as networked control systems take over from mechanical ones. For transport operators, that means cyber must be governed with the same seriousness long applied to physical safety.

Resilience by design

Because failures can be physical, London stresses designing systems that stay safe under attack — assume compromise, contain the blast radius, and ensure operations continue or fail safely. “The goal is not a system that is never attacked,” he says, “but one that keeps people safe when it is.”

A board safety duty

“Directors understand their duty of care for physical safety,” London says. “In a digital operation, cyber resilience is part of that same duty.” He recommends integrating cyber and safety governance, running joint exercises, and asking of every critical system: if this is compromised, what is the worst physical outcome, and what stops it?

For a transport sector whose operations move millions of people, London's message is that securing the digital heart of the system is now inseparable from keeping those journeys safe.
